Method
In a medium saucepan, combine the rice and water. Bring to a boil over high heat, then reduce the heat to low, cover, and simmer for 15 minutes, or until the rice is tender and the water is absorbed. Fluff the rice with a fork and set aside.
While the rice is cooking, heat the vegetable oil in a large skillet over medium-high heat. Add the ground beef and cook, breaking it into small pieces with a wooden spoon, until browned and fully cooked, about 8 minutes.
Drain any excess fat from the skillet. Add the garlic, ginger, salt, black pepper, and red pepper flakes (if using) to the beef. Cook for 1 minute, stirring frequently, until fragrant.
