In a small bowl, whisk together the matcha powder and 2 tablespoons of hot water until no lumps remain and a smooth, vibrant green paste forms.
In a small saucepan over medium-low heat, combine the milk, heavy cream, pistachio paste, honey, and a pinch of salt. Heat the mixture for 3-5 minutes, whisking constantly, until the pistachio paste is fully dissolved and the liquid is steaming hot but not boiling.
Carefully pour the hot pistachio milk mixture into a blender. Add the prepared matcha paste. Secure the lid on the blender, holding it down with a kitchen towel, and blend on high speed for 30-45 seconds until the drink is very frothy and smooth.
Taste the latte and add more honey if desired, blending for a few more seconds to incorporate.
Immediately pour the blended latte into a large mug. Top with optional whipped cream and a sprinkle of chopped pistachios for garnish. Serve immediately.
