Ingredients

  • 1 1/2 cups all-purpose flour
  • 1 cup granulated sugar
  • 1/2 cup unsweetened cocoa powder
  • 1 tsp baking soda
  • 1/2 tsp salt
  • 1/2 cup vegetable oil
  • 1 cup water
  • 1 tbsp white vinegar
  • 1 tsp vanilla extract
  • 12 Oreo cookies
  • 12 Hershey's Kisses
  • 1/2 cup orange or black frosting
  • 1/4 cup green or purple sprinkles

  1. Preheat the oven to 350°F and line a 12-cup muffin tin with cupcake liners.
  2. In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking soda, and salt until fully combined.
  3. Add the vegetable oil, water, vinegar, and vanilla extract to the dry ingredients, and whisk until the batter is smooth and free of lumps.
  4. Pour the batter evenly into the prepared cupcake liners, filling each about 2/3 full.
  5. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean. Let the cupcakes cool completely on a wire rack.
  6. Spread a small dollop of orange or black frosting on top of each cooled cupcake and place an Oreo cookie gently on top, pressing slightly to secure it.
  7. Place a Hershey's Kiss on top of each Oreo cookie, using a small amount of frosting to help it adhere if needed. Sprinkle green or purple sprinkles around the base of the Hershey's Kiss to create a decorative band for the witch hat.
